Police searching for St. Louis-area teen who went missing in Florida

(KMOV.com) ? Authorities are seeking the public?s help to find a St. Louis-area teen who they say went missing in Florida Saturday.

Police said 17-year-old Nicole Crowder was last seen in Daytona Beach in the company of a man and woman. Authorities said she was in Florida with her sister to visit her mother. Police said Crowder has the mental capacity of a 9-year-old and takes medication for ADHD and bi-polar disorder, but does not have her medications with her.

Authorities describe Crowder as five feet three inches tall, weighing 185 pounds, with brown eyes and black hair. She was last seen wearing pink Sunglasses and a black and white one piece bathing suit.

Police describe the man she was last seen with as a black man who is 30-years-old, bald, has a medium build, and gold teeth. The female who she was also seen with is described as having a dark complexion, appears to be in her late teens, and was wearing a black bathing suit.

SAN FRANCISCO (AP) ? Police officers threw utility knives up to crew members inside the burning wreckage of Asiana Airlines Flight 214 so they could cut away passengers' seat belts. Passengers jumped down emergency slides, escaping from thick billowing smoke.

And amid the chaos, some urged fellow passengers to keep calm, even as flames tore through the Boeing 777's fuselage.

As investigators try to determine what caused the crash of Flight 214 that killed two passengers Saturday at San Francisco International Airport, the accident left many wondering how nearly all 307 people aboard were able to make it out alive.

"It's miraculous we survived," said passenger Vedpal Singh, who had a fractured collarbone and whose arm was in a sling.

Investigators took the flight data recorder to Washington, D.C., overnight to begin examining its contents for clues to the last moments of the flight, officials said. They also plan to interview the pilots, the crew and passengers.

"I think we're very thankful that the numbers were not worse when it came to fatalities and injuries," said National Transportation Safety Board chief Deborah Hersman on NBC's "Meet the Press" on Sunday. "It could have been much worse."

Hersman said investigators are looking into what role the shutdown of a key navigational aid may have played in the crash. She said the glide slope ? a ground-based aid that helps pilots stay on course while landing ? had been shut down since June.

She said pilots were sent a notice warning that the glide slope wasn't available. Hersman told CBS' "Face the Nation" that there were many other navigation tools available to help pilots land. She says investigators will be "taking a look at it all."

Since the crash, clues have emerged in witness accounts of the planes approach and video of the wreckage, leading one aviation expert to say the aircraft may have approached the runway too low and something may have caught the runway lip ? a seawall at the foot of the runway.

San Francisco is one of several airports around the country that border bodies of water that have walls at the end of their runways to prevent planes that overrun a runway from ending up in the water.

Since the plane was about to land, its landing gear would have already been down, said Mike Barr, a former military pilot and accident investigator who teaches aviation safety at the University of Southern California.

It's possible the landing gear or the tail of the plane hit the seawall, he said. If that happened, it would effectively slam the plane into the runway.

Noting that some witnesses reported hearing the plane's engines rev up just before the crash, Barr said that would be consistent with a pilot who realized at the last minute that the plane was too low and was increasing power to the engines to try to increase altitude.

Barr said he could think of no reason why a plane would come in to land that low.

"When you heard that explosion, that loud boom and you saw the black smoke ... you just thought, my god, everybody in there is gone," said Ki Siadatan, who lives a few miles away from the airport and watched the plane's "wobbly" and "a little bit out of control" approach from his balcony.

"My initial reaction was I don't see how anyone could have made it," he said.

Inside the plane, Singh, who was sitting in the middle of the aircraft with his family, said there was no forewarning from the pilot or any crew members before the plane touched down hard and he heard a loud sound.

"We knew something was horrible wrong," said a visibly shaken Singh. He said the plane went silent before people tried to get out anyway they could. His 15-year-old son said luggage tumbled from the overhead bins.

Passenger Benjamin Levy said it looked to him that the plane was flying too low and too close to the bay as it approached the runway. Levy, who was sitting in an emergency exit row, said he felt the pilot try to lift the jet up before it crashed.

He said he thought the maneuver might have saved some lives. "Everybody was screaming. I was trying to usher them out," he recalled of the first seconds after the landing. "I said: 'Stay calm, stop screaming, help each other out, don't push.'"

By the time the flames were out, much of the top of the fuselage had burned away. The tail section was gone, with pieces of it scattered across the beginning of the runway. One engine appeared to have broken away.

The flight originated in Shanghai, China, and stopped over in Seoul, South Korea, before making the nearly 11-hour trip to San Francisco, airport officials said. The airline said there were 16 crew members aboard and 291 passengers. Thirty of the passengers were children.

San Francisco Fire Department Chief Joanne Hayes-White said the two who died were found outside of the plane. "Having surveyed that area, we're lucky that there hasn't been a greater loss," she said.

Airport spokesman Doug Yakel said 49 people were critically injured and 132 had less significant injuries.

South Korean government said the passengers included 141 Chinese, 77 South Koreans, 61 Americans, three Canadians, three from India, one Japanese, one Vietnamese and one from France, while the nationalities of the remaining three haven't been confirmed.

Chinese state media identified the dead as two 16-year-old girls from China's eastern Zhejiang province. China Central Television cited a fax from Asiana Airlines to the Jiangshan city government. They were identified as Ye Mengyuan and Wang Linjia.

At least 70 Chinese students and teachers were on the plane heading to summer camps, according to education authorities in China.

Asiana President Yoon Young-doo said at a televised news conference that it will take time to determine the cause of the crash. But when asked about the possibility of engine or mechanical problems, he said he doesn't believe they could have been the cause.

He said the plane was bought in 2006 but didn't provide further details. Asiana officials later said the plane was also built that year.

Yoon also bowed and offered an apology, "I am bowing my head and extending my deep apology" to the passengers, their families and the South Korean people over the crash, he said.

Four pilots were aboard the plane and they rotated on a two-person shift during the flight, according to The Ministry of Land, Infrastructure and Transport in South Korea. The two who piloted the plane at the time of crash were Lee Jeong-min and Lee Gang-guk.

Yoon, the Asiana president, described the pilots as "skilled," saying three had logged more than 10,000 hours each of flight time. He said the fourth had put in almost that much time, but officials later corrected that to say the fourth had logged nearly 5,000 hours. All four are South Koreans.

Asiana is a South Korean airline, second in size to national carrier Korean Air. It has recently tried to expand its presence in the United States, and joined the Star Alliance, which is anchored in the U.S. by United Airlines.

The 777-200 is a long-range plane from Boeing. The twin-engine aircraft is often used for flights from one continent to another because it can travel 12 hours or more without refueling.

The most notable accident involving a 777 occurred on Jan. 17, 2008 at Heathrow Airport in London. British Airways Flight 28 landed hard about 1,000 feet short of the runway and slid onto the start of the runway. The impact broke the 777-200's landing gear. There were 47 injuries, but no fatalities.

Hawke and Delpy remain as charming as ever, and their combined goofiness is more endearing than annoying.

Love is messy here, life cannot be controlled, satisfaction is far from guaranteed. Romance is rocky at best. But romance still is.

Though "Before Midnight" is often uncomfortable to watch, it's never less than mesmerizing - and ultimately, a joy to walk with this prickly but fascinating couple again.

"Before Midnight" is heartbreaking, but not because of Jesse and Celine. It's the filmmakers' passions that seem to have cooled.

Before Midnight is fascinating to watch, and so long as Celine and Jesse are communicating, there's still hope.

How (Jesse and Celine) try to rekindle that flame is what drives Midnight, a film that feels so authentic it's like overhearing a conversation you're not sure you should be hearing.

Takes its traditional romantic tale into more insightful territories.

Hawk and Delpy know just how to get under your skin. Their onscreen alter egos fit like a glove, and witnessing their ageing, nagging, toying love is a true privilege.

What lifts Linklater's trilogy above your average dialogue-heavy indie is not just the intelligence of the conversation but its frankness and humor.

There's not a hint of melodrama or falsity in the Before series.

The 'Before' trilogy is a vacation for me. I am taken away, and it is never for long enough. I genuinely feel lucky to have these movies.

I'm not sure this is the end of Richard Linklater's 'Before' trilogy. It's perfection just as it is, but then again, Linklater has nine more years to work on the sequel.

Loving words mix with personal attacks, the magic moments with the unintended slights, as we witness the occasional desperation of imperfect people doing the best they can when life moves beyond meet-cute and courtship. That's authentic.

Linklater and his players bring an end to the fantasy and welcome the thrilling ups and bitter downs of reality to this love story.

Like the first two films, it reflects the real world in a way that seems almost preternatural. It's just that, here, the real world is a harsher, more disappointing place.

The duo, clearly so comfortable in their characters' skin, indulge in intelligent banter, sharp humour and emotional truths.

So much better written than contemporary novels, this film is a literary as well as cinematic achievement to cherish. For grown-ups.

As before, it's often very funny, with Jesse and Celine swapping Woody Allen-esque one-liners - nicely snarky, appealingly abrasive.

The acting, the dialogue and direction are superb.

None of the films is faultless in itself, but, tinted with complementary tones, the complete cycle comes as close to perfection as any trilogy in cinema history.

Marvelous. It's impossible to shake the feeling that we are merely eavesdropping on reality. Witty, wise, and -- most important of all -- truly romantic in ways that movies usually aren't.

It's been 18 years since Hawke, Delpy and Linklater introduced us to Jesse and Celine, and their story just gets richer, funnier and more punchy each time we see them. In 1995's Before Sunrise, they were idealistic 23-year-olds.

Hawke and Delpy are as believably real as any screen couple can ever be.

This is one of the few sequels for which the cliche 'eagerly awaited' is truly applicable.

Predictably, it's just as great as the first two.

By the end, Before Midnight inches towards a dawn of charm. But it's a troubled trip.

Evolution and Climate Science Make the Grade in State Education Standards

Five U.S. states have adopted science education standards that recommend introducing two highly charged topics?climate-change science and evolution?into classrooms well before high school.

Released in April, the Next Generation Science Standards are the first effort in 15 years to overhaul U.S. science education nationwide. Twenty-six states, working with non-profit science and education groups, developed the guidelines on the basis of recommendations from the U.S. National Research Council. And the measures are being adopted, even in states where climate change and evolution tend to be avoided in the classroom.

In the past two months, education officials in Rhode Island, Kentucky, Kansas, Maryland and Vermont have all approved the standards by overwhelming margins. At least five more states?California, Florida, Maine, Michigan and Washington?may take up the standards in the next few months.

?Whew,? says Minda Berbeco, programmes and policy director at the National Center for Science Education in Oakland, California. ?So far, so good.? Swift adoption of the guidelines has been surprising but welcome news for many supporters. Evolution has been a controversial topic in U.S. education for decades, stretching back to the 1925 "monkey trial" in Tennessee, where the state prosecuted high-school teacher John Scopes for violating a statute that barred the teaching of evolution. In the past decade, those who oppose evolution have sought to enact "academic freedom" laws that would allow creationism to be taught alongside evolution.

Increasingly, that sort of legislation also seeks to promote criticism of mainstream climate science (see "By design"). Berbeco says that this allows opponents of evolution and climate-change education to band together. ?More people hate evolution and climate change than just evolution alone,? she says.

Laws passed in Louisiana in 2008 and in Tennessee last year allow teachers to present material that undermines global warming and evolution, two subjects that have been specifically singled out in the statutes. Similar bills were introduced this year in Arizona, Colorado, Kansas and Oklahoma.

The standards are the first national guidelines to incorporate climate change, which is already taught in some schools. But it has proved daunting for many educators, because the subject requires teaching aspects of biology, physics and chemistry. ?It?s a little piece of everything,? says Rouwenna Lamm, deputy director for national outreach at the Alliance for Climate Education in Oakland. The guidelines recommend introducing the subjects early on, teaching students in middle school that human activities, including the burning of fossil fuels, have warmed the planet. As students get older, that idea should be expanded to encompass discussions of climate models and potential policies to limit greenhouse-gas emissions. Likewise, the guidelines recommend teaching evolution before students reach high-school biology classes, the point at which many states tackle concepts such as natural selection and adaptation.

The standards have faced legal challenges in some states, although the framework has so far escaped unscathed. For example, Kansas lawmakers last month narrowly defeated a measure to block state funding to implement the guidelines?quashing the proposal just hours before lawmakers adjourned for the year. In Kentucky, the state board of education unanimously approved the standards on June 5, but they must now undergo a public hearing and a subsequent legislative review before teaching can begin.

That places the guidelines squarely in the path of a high-powered critic who will help to steer the legislative review: Mike Wilson, Republican state senator and chairman of the Kentucky Senate?s education committee, who is a climate-change sceptic and advocate of intelligent design. ?Political correctness bears watching and should never be the arbiter of learning,? he wrote in a May article published in?The Courier-Journal, a Kentucky newspaper.

Grown children who do not visit their aged parents often enough could be fined or even jailed, according to a law that went into effect here?on Monday.

Exactly what ?enough? means is not specified in the law, which will make it hard to enforce. But the legislation underlines how radically China?s modernization and its ?one-child policy? have transformed the country over the past 30 years.

Market reforms have contributed to the breakup of the traditional extended family, as more and more young people leave their hometowns to seek work, and population-control efforts mean parents have only one child to lean on when they are older.

More than 194 million Chinese are over 60 years old, according to official figures. By 2030 that figure will have almost doubled.

China?s parliament amended the Law to Protect the Rights and Interests of the Aged last December, in the wake of a spate of reports about neglected old people. Still, the new wording does not make it clear how often adult children are expected to visit their parents, nor how punishments for offenders will be calculated.

The law ?is mainly to stress the right of elderly people to ask for emotional support,? one of the drafters, law professor Xiao Jinming told The Associated Press. ?We want to emphasize that there is such a need.?

The law met with much criticism on the Internet, where social media platforms are largely populated by the sort of young people who do not have brothers and sisters to share the financial and emotional burden of caring for their aging parents, few of whom have any kind of pension.

For them, the topic is of red-hot relevance. Nearly 17 million people posted comments on the Twitter-like Sina Weibo site. Zhou Simiao spoke for many when she wrote that ?visiting parents is a moral problem rather than a legal one. I can?t return home once a year since I work in Tibet. I can only say to my mum in Liaoning, ?I am sorry mum. Your daughter is an outlaw.??

Last week, Washington?s unemployment rate dropped below 7 percent for the first time since 2008. The state has nearly bounced back from the recession, regaining about 79 percent of the 205,000 jobs it lost during that time. The state added 4,100 jobs in April, with the biggest gains in government (3,200 jobs), education and health services (2,500), and leisure and hospitality. ?Other categories, including manufacturing and ?other? services, had small losses.

?In May, an estimated 236,900 people in the state were unemployed and actively looking for work.

?Hiring and firing aren?t the sole determining factors for an area?s unemployment rate. The percentage can be driven up or down by things like the growth (or decline) of the workforce population as well. This list ranks the states according to their year-over-year growth rate from May 2012 to May 2013. ?

The European Space Agency's Jupiter Mission Control Made of Lego

The French Space Agency (CNES) commissioned Damien Labrousse to recreate the Jupiter Mission Control Room in Lego for display at the Kourou spaceport. The impressive build features 6,000 bricks, 80 minifigs, a working video screen that shows the rocket launch sequence and a sound system, displaying launch countdown.

The Jupiter Control Room is where the European Space Agency and the French Space Agency CNES, conduct launches from Kourou (the spaceport where the ESA sends supplies to the International Space Station). Two Lego models were built, one was on display last week at the 50th Paris Air Show at Le Bourget, and the second will be displayed at the Kourou Space Center. On a side note, it would be wonderful if Lego revived and expanded its Classic Space theme series, with updated spacecraft, rockets, mission control rooms, and space stations. Onan Mulumba, of Makerere University, is awarded 1st Prize in the global case study competition to raise awareness about the essential role of librarians powering research in developing countries

London, United Kingdom -- The Research4Life partnership announced today the winner of the case study competition to recognize the role played by librarians in building research capacity and boosting output among scientists, doctors and policymakers. Onan Mulumba, Agricultural Librarian for the College of Agricultural and Environmental Sciences at Makerere University in Uganda was chosen from among 45 highly competitive applicants by a panel of 12 distinguished judges and international experts in the field of research capacity building. As part of the first prize, Onan Mulumba has been invited to serve as the first user to join the Research4Life Executive Council. The prize includes an all-expenses paid trip to attend the Partners' General Meeting in Rome, Italy in September 2013.

"The Research4Life programmes began because we heard and responded to our users' needs," said Barbara Aronson, competition judge and founder of HINARI. It's very gratifying that these two librarians, who have made such an important impact in their institutions, will be continuing our tradition of user voices helping guide our work."

"Research4Life has significantly boosted teaching and research at Makerere University, and is the main source of reference for both students and faculty. In addition, Research4Life databases have drastically reduced the use of print resources and this has helped to minimize congestion in the libraries," said Onan Mulumba, "As a result, researchers have come to acknowledge the efforts and roles librarians play in promoting teaching and research at Makerere University."

"AGORA, Research4Life's agricultural programme, will soon celebrate its 10th anniversary, and we're delighted that the winner of the Library Impact Competition highlights the work of an agricultural librarian from a prestigious African university," said Stephen Rudgard, AGORA Programme Manager at the Food and Agriculture Organization of the United Nations, "Onan Mulumba has clearly succeeded in influencing Makerere's scientists, academics and students to make greater use of AGORA and so to improve the quality of their research, their lectures, and their dissertations, possibly bringing them into the international stage."

An Honorable Mention for a second case study was awarded to Cynthia Kimani, Librarian at the Kenya Medical Research Institute Library. Cynthia has been invited to attend the annual Research4Life partner meeting and serve on Research4Life's newly founded library advisory council which provides a forum for direct engagement between the Research4Life user community and the partnership. The Council aims to give Research4Life's customers a prominent voice and support the early identification of trends, challenges and opportunities from the research and library communities in developing countries

LAS VEGAS (AP) ? A Paris-born performer in Cirque du Soleil's "Ka" died after a fall during a show in Las Vegas.

Sarah Guyard-Guillot was pronounced dead late Saturday night at a hospital after falling about 50 feet from the show's stage.

Witnesses told the Las Vegas Sun (http://bit.ly/14H3Te0 ) that the accident occurred near the end of the production Saturday night at the MGM Grand.

Visitor Dan Mosqueda of Colorado Springs, Colo., said the 31-year-old acrobatic performer was being hoisted up the side of the stage when it appeared that she slipped free of her safety wire and plummeted to an open pit below the stage.

"Initially, a lot of people in the audience thought it was part of the (show)," he told the Sun. "But you could hear screaming, then groaning, and we could hear a female artist crying from the stage."

The show momentarily continued, then stopped. Minutes after the accident, a recorded announcement informed audience members that refunds or vouchers to future shows would be offered, and the crowd was dismissed.

Cirque du Soleil founder Guy Laliberte issued a statement Sunday praising Guyard-Guillot and saying performances of "Ka" have been canceled until further notice.

Guyard-Guillot, a mother of two children, had been with the original cast of "Ka" since 2006, and had been an acrobatic performer for over 20 years.

"I am heartbroken. I wish to extend my sincerest sympathies to the family. We are all completely devastated," Laliberte said. "We are reminded with great humility and respect how extraordinary our artists are each and every night. Our focus now is to support each other as a family."

Cirque officials are working with authorities investigating the accident and have offered their full cooperation, he added.

The Clark County Coroner's Office will rule on the cause of death.

The MGM Grand also issued a statement concerning the accident.

"Our company is deeply saddened by the loss of one of the talented KA artists Saturday night," it reads. "The thoughts and prayers of our employees are with the performer's family, the cast of KA, and the entire Cirque family during this difficult time."

The accident occurred while Cirque's top executives, including president Daniel Lamarre, were in Las Vegas to celebrate the premiere of "Michael Jackson One" at Mandalay Bay.

On Wednesday night, a performer in a preview performance of that show suffered a mild concussion after missing the protective pad below an act and landing on the stage. That artist is expected to return to the show.

Obama pledges to help double electricity in sub-Saharan Africa

President Obama is casting the $7 billion initiative as part of a new US strategy to move the region forward with development not charity dollars.?

President Barack Obama is to launch a $7 billion US-funded program to double access to electricity for people in sub-Saharan Africa, the first new big bucks initiative of his tour of the continent.?

The Power Africa plan is expected to be announced during Mr. Obama?s visit to Cape Town later?Sunday. It follows announcements of new US funds for food security and leadership mentoring schemes for young Africans.?

Taken together, these all signal a shift in US policy that would leave the world?s poorest continent less ?a dependent? or ?a charity case? and more ?a partner,? to use buzzwords that the president has repeated during his visit.?In these times of austerity and sequestration, this new approach to foreign aid ? ?the least popular part of the federal budget,? Obama concedes ? is also cheaper and makes use of innovative joint public-private cash vehicles. ?

This refreshed focus drew on ?the lessons of Nelson Mandela?s life,? the president told reporters on Air Force One?Friday, evoking the man Obama called ?a personal inspiration for me, and an inspiration for the world.??

Mr. Mandela began his fourth week in the hospital?Sunday, struggling to recover from a recurrent lung infection and still in a ?critical but stable? condition.?
His family, and South African President Jacob Zuma, say he has improved from the worst days of last week.

Mandela?s ailing health has overshadowed Obama?s visit to South Africa, but the US president has regularly spoken of links between his new thinking on how to assist Africa and the example set by the anti-apartheid icon.?

?If we focus on what Africa as a continent can do together and what these countries can do when they?re unified, as opposed to when they?re divided by tribe or race or religion, then Africa?s rise will continue,? he said. ?That?s one of the central lessons of what Nelson Mandela accomplished not just as president, but in the struggle to overcome apartheid and his years in prison.?

Help Africans help themselves

These are grand words. In reality, the message is simple: With a more hands-off approach, the US wants to help African countries help themselves, under umbrella themes of better food, better businesses, and better governments.?

On the first leg of his trip, in Senegal last week, Obama focused on food security, dwelling on ways that small-scale farmers ? ?essentially small businesspeople,? he said ? can grow more crops to earn more money.?

There, and again in South Africa, he applauded his hosts? democratically elected governments and their institutional reform agendas, and praised Nelson Mandela for stepping down after just one term.?

In Tanzania?Monday, at a round-table for local CEOs, he will talk trade, and add details of the new electricity access initiative at a visit to a power station outside Dar es Salaam.?

Trade not aid

Together, the aim of the ?trade not aid? mantra is a goal familiar to many back home in the US: making individuals wealthier and businesses more profitable, in societies that respect laws and thus create confidence for new investors.?

It?s capitalism 101. It opens new markets for American goods, too.?

And ? unlike George W. Bush?s immensely popular but immensely expensive HIV/Aids PEPFAR programme ? Obama?s aid plans come with a relatively cheap price tag for US taxpayers.?

The president is very aware of the dilemmas he faces in winning approval back home to spend dollars overseas.?

?Our foreign aid budget is around 1 percent of our total federal budget. It?s chronically the least popular part of our federal budget,? Obama told reporters.??We?ve got budget constraints back home, which means that we?ve got to come up with new and creative ways to promote development and deliver aid. Every dollar that we?re putting in, we?re getting a huge amount of private-sector dollars.

?If we?re working smarter, the amount of good that we can bring about over the next decade is tremendous.?

Too focused on trade?

There have been some criticisms that Obama?s approach during his week-long African trip, which ends?Wednesday, has been too overtly mercantile.?

Speaking to students in Soweto?Saturday, he drew frowns from some in the audience when he said the US would ?far rather be selling you iPods and planes? then intervening militarily to stop atrocities in Africa.?

In fact, perhaps the area least touched on has been security.?

This is despite US defense engagement in Africa soaring under Obama, with the new United States Africa Command, drones flying over Somalia, Ethiopia, and Mali, and American military trainers on the ground in Uganda.?

Obama has made clear that the ?soft? policies he has been trailing in Senegal and South Africa are, ultimately, designed to lift people out of the kind of poverty and oppression that breeds disenchantment and radicalizes.??

?US-led military engagements in Africa [to combat terrorism] are unsustainable, Obama?s right,? says Andrews Atta-Asamoah, senior researcher at South Africa?s Institute for Security Studies in Pretoria.

?In everything ? military, aid spending, lectures on corruption ? the US has to realize its best chance of achieving what it wants is just to support and complement Africa?s own efforts. On this trip, Obama seems to have got that.?
