Google Play Narrowing The Gap On iOS For Mobile Revenue, But iOS Still Brings In 4X The Money

Christianity Today Gleanings: Calvin College's Finance VP Steps ...

Less than a month after Calvin College announced that it faces a "10-percent budget shortfall that must be accounted for in the next five years," Henry DeVries?the Grand Rapids, Michigan, school's vice president for administration, finance, and information services?will step down from his position.

The Chimes, Calvin's student newspaper, reports that faculty and staff were informed of DeVries's resignation in a message from newly inaugurated president Michael Le Roy sent Monday afternoon. The school has not yet officially announced the staffing change, which will take effect Friday.

According to Chimes editor Ryan Struyk, DeVries declined to comment on his decision to step down.

CT has regularly reported on Calvin College, including when a search committee recommended Le Roy, then provost of Whitworth University, as president.

We first saw shared data plans come to market with Verizon and AT&T -- albeit with mixed results. C Spire (formerly Cellular South) is hoping to get in on the buzzwords today by offering its own shared data setup. The plans are structured very similarly to the competitors:

Medicaid expansion to cost states $8B in first 10 years

Cost of expansion (Kaiser)As governors ponder whether to expand their Medicaid programs to cover millions more low-income people under the federal health care law, a new study claims that states that hold out won't necessarily save that much money.

President Barack Obama's health care law asks states to expand their Medicaid programs?often the biggest line item in state budgets?to cover all residents whose incomes place them at or near the poverty line. (Most states' Medicaid programs currently cover only low-income children and their mothers.) In June, the Supreme Court ruled that the federal government couldn't financially punish states that opt out of the expansion, giving governors the opportunity to say no.

After the ruling, the governors of eight states, most of them in the South, have announced they will not participate, while governors in five more states have said they are leaning toward not joining.

But a new study by the Kaiser Family Foundation finds that on average, states won't save that much money by opting out. That's because the federal government is picking up most of the tab for the expansion, and also because states' Medicaid rolls will expand significantly even if they don't sign on since the law encourages more eligible adults and children to enroll.

If all 50 states states agree to the expansion, about 21 million new low-income, uninsured people are expected to enroll in the program at a total cost of $76 billion, the study says. If no states participate, an additional 5.7 million people will still join states' Medicaid rolls at a cost of $68 billion, because the law will encourage all eligible people to sign up. If all states participate, collectively they'll spend just $8 billion more than if they all opted out. (The study also estimates that $18 billion would be saved in uncompensated care under the expansion, but much of that savings would go to local governments, not states.)

The total cost of the Medicaid expansion will be $1 trillion over 10 years, with the federal government picking up 93 percent of that tab. After 2020, states will have to pay for 10 percent of the new Medicaid costs.

The costs varies widely state to state, which may explain?some governors' wariness of the program. A handful of states (Connecticut, Delaware, Iowa, Massachusetts, Maryland, Maine, New York and Vermont)?that have already expanded their Medicaid programs will actually save money under the new plan, because the federal government will offer higher matching funding. But the rest of the states will see their Medicaid costs go up by as much as 11 percent. On average, states' Medicaid spending will go up by 3 percent over 10 years if all states decide to participate.

How to help Dennis Hallman?s family after devastating house fire

As we mentioned last week, former UFC fighter Dennis Hallman lost his home the night before Thanksgiving to a fire. Luckily, no one was home and no one was injured in the fire that took six hours to put out. The MMA community has responded to help Hallman and his four children rebuild.

Fighter Benji Radach has put together a fund to help Hallman rebuild. 113 people have already donated to get the total over $10,000. To donate, click here. People have already contributed amounts ranging from $5 to $500.

Hallman has been fighting since 1996, and he told Sports Illustrated that the worst things he lost in the fire were irreplaceable items like pictures of his family and programs from his fights.

"That's the stuff that makes you want to cry when you think about it. At first, I was angry about it, but sitting there with my sons around me, I thought, I can't take any of that stuff with me to the grave," said Hallman.

Problems with Fish Oil Supplements | Men's Health News

There's something fishy going on with your supplement.

Fish oil faithfuls beware: Thirty-one percent of omega-3 supplements are mislabeled or have quality issues, according to recent tests by ConsumerLab.com.

When ConsumerLab tested 35 omega-3 supplements on the market, they found startling results. Four supplements contained 20 percent to 30 percent less omega-3s than the labels claimed, one product contained spoiled fish oil, and three products contained two to three times the claimed amounts of fatty acids. One incorrectly claimed to contain 1 milligram (mg) of fat, but actually contained 1,000 mg. (You can buy the full report here.)

'Hot air' may spike climate talks

The right of some rich countries to keep using "hot air" carbon permits could hamper progress at UN climate talks starting on Monday in Qatar.

With the Kyoto Protocol running out at the end of the year, several countries want to carry over unused carbon allowances.

Campaigners say this "hot air" could render new carbon cuts meaningless.

And there are fears that old fault lines between rich and poor will prevent any significant developments.

Some surprise has been expressed at the choice of venue. Qatar, rich in oil and particularly gas, has some of the highest per-capita carbon emissions in the world.

But Nick Nuttall, a spokesman for the United Nations Environment Programme (Unep), told BBC News that he praised the "courage" of Qatar in hosting the meeting.

"Some of these countries that we thought in the past were not serious about climate change, were not into renewable energy, are now signalling very strongly that they want to be part of the solution.

"The signals we are getting from the Qatari administration is that they now want to start doing things on climate change and this is maybe their first big step."

Hosting a conference is one thing. Making progress is another.

This year's meeting comes just a month before the expiration of the first commitment period of the Kyoto Protocol, the world's most significant global agreement on reducing emissions of carbon dioxide.

Last year in South Africa, negotiators agreed what is called the Durban Platform. The nub of this was a trade off - the richer countries would extend their carbon cutting beyond 2013 via an extension of the Kyoto Protocol. In return, the developing nations would negotiate a new deal by 2015 that would commit all countries, including emerging super-powers like India and China, to reduce emissions from 2020.

Key to that small forward step was a "coalition of the willing" - an unlikely alliance of the European Union, small island states and the least developed countries.

'Difficult issue'

But in Doha, some of the fine details of an agreement have to be worked out. And these are proving very troublesome for that group in particular.

One of the concerns is over "hot air" - several EU countries were given huge allowances of carbon permits that they want to carry over into a new commitment period. But the scale of the surplus, some 13 billion tonnes of carbon dioxide, could render future promises to cut carbon effectively meaningless.

"Many (delegates) are unhappy about the carry-over," said Dr Quamrul Chowdhury, a negotiator from Bangladesh who speaks for the developing countries group. "It could be a difficult issue."

Adaptation

Action that helps cope with the effects of climate change - for example construction of barriers to protect against rising sea levels, or conversion to crops capable of surviving high temperatures and drought.

Tracy Carty, a climate change policy adviser from Oxfam agrees that the issue of surplus carbon permits could be very important in the negotiations.

"Clearly for the second commitment to have integrity, there need to be limits on what's carried over and how much countries use that 'hot air' in their targets," she told BBC News.

"Otherwise we aren't going to get the emissions reductions that we need."

Another critical element is money. During the COP15 talks in Copenhagen in 2009, richer countries agreed to provide $30bn in fast-start finance for the period up to 2012. They also established a Green Climate Fund to control up $100bn per year expected to be raised by 2020 to help poorer countries mitigate the effects of climate change.

Empty fund

But several countries including the UK, France and Germany have been accused of reclassifying money that was already committed as development aid. According to research carried out by Oxfam, only 33% of this climate finance can be considered as new.

And with no money in the climate fund after the end of this year, Oxfam believes it is the most critical issue at this meeting.

Tracy Carty argues the dispute could hamper the new alliances that have led to progress at previous meetings in Cancun and Durban.

"On the broad elements of 2015, we aren't going to see any 'big-bang' moments in Doha like we saw in Durban. But on finance it is a crossroads - this is a period where we are coming to the end of a tranche of money and we don't know what's on the table for next year," she said.

Some, though, remain hopeful that Doha can see a "big-bang" moment, pointing to the fact that the new leadership in China and the re-elected President Obama are both making optimistic noises about climate.

"President Obama indicated that he would make some progress on global warming," said Dr Chowdhury, "and the new leadership of China might go for a deal - that is my personal point of view but we want to see that progress."

Google pays $400 million for wireless internet provider ICOA (correction: no it didn't)

Google made another grab for its internet infrastructure, this time picking up wireless hotspot company ICOA for the sum of $400 million. From the deal, the internet giant will control around 1,500 wired and wireless broadband locales in "high-traffic" public spaces, including airports, restaurants and universities, spread across 45 US states. Google will presumably be running these public WiFi spots in addition to its current deal with Boingo -- and in addition to those 180 fiberhoods.

Correction: Looks like reports of the acquisition were greatly exaggerated as AllThingsD is reporting, and we've been able to independently confirm that Google has not bought ICOA.

End Violence Against WomenUN Trust Fund to End Violence against Women Announces over US$8 million in grants: Malawi among beneficiaries

Today is the United Nations International Day to End Violence Against Women to mark the Day, 25 November 2012, the UN Women Executive Director Michelle Bachelet has called on all heads of state and government to make new commitments and take strong national action to protect women and girls. The UN gender entity and women's empowerment chief acknowledged that the world community has already come a long along way with national laws, international treaties, and widespread and growing awareness on ending violence against women. But she says this it is not enough.


She said Government promises must be translated into concrete actions, such as providing new safe houses, free hotline services, and free legal and medical aid to survivors. "The time for complacency has run out. Together, it is possible to stop the violence against women and girls, Mrs. Bachelet said in a televised speech made available around the world.

To assist government s in their various campaigns to end the scourge of violence against women, the UN Trust Fund to End Violence against Women, which is administered by UN Women announced this past week that over US$8 Million in grants have been disbursed to 12 initiatives in 18 countries. The initiatives taking center-stage were those that are dealing with women in conflict and transitional countries.

In ten countries funds will be used to address violence against women in conflict, post conflict and transitional settings. Malawi is among the ten countries and will use the funds to work among communities with the ending violence in the school environment. Libya received funds also for the first time. This is the Fund's 16th year to disburse funds in the campaign to end violence against women and according to UN Women the funds allocated have been received by more than 350 initiatives in 128 countries over the course of the UNTF?s 16-year history.

Another first for the Fund has been the contribution of significant support from countries in Africa, Latin America and the Arab States region, which is seen as a testament to the growing mobilization to address violence against women globally. Statistically, up to seven in ten women are targeted for physical and or sexual violence in their lifetime and 603 million women live in countries where domestic violence is still not considered a crime.

?The UN Trust Fund shows what works to prevent violence against women, to end impunity and to provide services and support to survivors,? said Michelle Bachelet, Executive Director of UN Women. ?I appeal to governments, business and foundations to support the work of this fund and make a strong contribution to ending violence against women and girls.?

This year?s announcement marks the 16th annual grant-making cycle of the UN Trust Fund. The new grantees will spearhead pioneering approaches worldwide aimed at transforming the lives of women and girls:

In Malawi, Concern Worldwide, an international non-governmental organization, received funds from the UNTF and will promote safe learning environments for girls in primary schools, institutionalizing good practices to end school-related gender-based violence.

The absence of school facilities and overcrowded classrooms in the majority of schools, are not the only problems children face. There are perverse levels of abuse and violence within the schools themselves, of which girls are often the target, are a hidden horror that Concern and other actors are working to end, not only in Malawi but other countries as well.

An example has been highlighted inKenya for where a government report published in November 2009 revealed that some 12,660 girls were sexually abused by their teachers over a five-year period. In some cases, teachers abused as many as 20 girls in a single school before they were reported to authorities.

Typically, girls in all these countries, have less of a voice socially and culturally than their male peers, and are often forced to have sex in exchange for good grades?a practice know as ?sexually transmittable grades.? The report revealed that in its worst form, gender-based violence in schools can leave girls as young as 12 years old pregnant, HIV positive, and homeless.

Ensuring that schools are a safe learning environment for boys and girls is of critical importance both economically and socially, and Concern has made it an urgent priority.

Seventeen percent of all girls in Malawi do not attend as a result of forced marriages and in Nsanje, where Concern is working, this scenario has abruptly cut short the dreams of many young girls. Some 12 percent of all females in the Malawi are aged between 6-13 years, and approximately 74 percent of the population live below the poverty line. Furthermore, approximately 17 percent of girls drop out of school as a result of forced marriages, and schools are not safe for girls due to sexual abuse by male teachers and men at large.

The twin evils of poverty and traditional customs has compelled parents, in a bid to raise finances to maintain their families, and married off their daughters when they think they have come of age. Because the suitor pays a bride price, in an ironic twist, the trend has now developed whereby the younger the girl, the higher the bride price. Concern relates the story of 12 year old Martha, and many young girls like her in Nsanje that are have been caught in the vicious child marriage trap, and sold off before they have finished their schooling.

"Their dreams, hopes and aspirations have been destroyed by these negative cultural practices or by the pervasive daughter- with-cash bartering," Concern reports.

The cultural practices, which unfortunately, are widespread, have been the major contributing factor in preventing girls from receiving an education. For instance, it is believed that girls will gain respect if they marry early and have children. Concern is hosting discussions with community leaders and education officials in Malawi to highlight the importance of education for all children.

At the United Nations where during the United Nations General Assembly Committee work (October to December), in line with the UN.secretary-General Ban Ki-moon call to a global fight to end child marriages, stern language has been incorporated into a draft resolution to eliminate child forced marriages.

In Malawi, the President, Her Excellency Mrs. Joyce Banda to commemorate the first International Day of the Girl Child (that was celebrated around the world on 11 October, 2012), has called for the increase of the age of marriage of girls to 21 years. This will allow the girl child to complete her education as well as delay the first time she starts bearing children.

As the world commemorates this day and the 16 Days of Activism against Violence against Women, it is essential that families, communities and governments join hands in ending violence against women, paving the way to equality of women and thereby "unlocking progress across board."

Casey Anthony detectives overlooked Google search

ORLANDO, Fla. (AP) ? The Florida sheriff's office that investigated the disappearance of Casey Anthony's 2-year-old daughter overlooked evidence that someone in their home did a Google search for "fool-proof" suffocation methods on the day the girl was last seen alive.

Orange County sheriff's Capt. Angelo Nieves said Sunday that the office's computer investigator missed a June 16, 2008, Google search for "fool-proof" suffocation methods. The agency's admission was first reported by Orlando television station WKMG. It's not known who performed the search. The station reported it was done on a browser primarily used by the 2-year-old's mother, Casey Anthony, who was acquitted of the girl's murder in 2011.

Anthony's attorneys argued during trial that Casey Anthony helped her father, George Anthony, cover up the girl's drowning in the family pool.

WKMG reports that sheriff's investigators pulled 17 vague entries only from the computer's Internet Explorer browser, not the Mozilla Firefox browser commonly used by Casey Anthony. More than 1,200 Firefox entries, including the suffocation search, were overlooked.

Whoever conducted the Google search looked for the term "fool-proof suffication," misspelling "suffocation," and then clicked on an article about suicide that discussed taking poison and putting a bag over one's head.

The browser then recorded activity on the social networking site MySpace, which was used by Casey Anthony but not her father.

A computer expert for Anthony's defense team found the search before the trial. Her lead attorney, Jose Baez, first mentioned the search in his book about the case but suggested it was George Anthony who conducted the search after Caylee drowned because he wanted to kill himself.

Not knowing about the computer search, prosecutors had argued Caylee was poisoned with chloroform and then suffocated by duct tape placed over her mouth and nose. The girl's body was found six months after she disappeared in a field near the family home and was too decomposed for an exact cause of death to be determined.

Prosecutors presented evidence that someone in the Anthony home searched online for how to make chloroform, but Casey Anthony's mother, Cindy, claimed on the witness stand that she had done the searches by mistake while looking up information about chlorophyll.

Many jurors apparently went into hiding amid public outrage over the verdict and refused to comment, but two have said prosecutors couldn't conclusively prove how Caylee died.

Prosecutors Linda Drane Burdick and Jeff Ashton didn't respond to emails from The Associated Press on Sunday.

But Ashton told WKMG that "it's just a shame we didn't have it. This certainly would have put the accidental death claim in serious question."

Baez didn't respond to phone or email messages Sunday from The Associated Press but told WKMG that he expected prosecutors to bring up the search at trial.

"When they didn't, we were kind of shocked," Baez, who no longer represents Anthony, told the station. Her attorney, Cheney Mason, who was also on the trial team, didn't return an email message from AP Sunday, and his office answering service refused to take a phone message.

The sheriff's office didn't consult the FBI or Florida Department of Law Enforcement for help searching the computer in the Anthony case, a mistake investigators have learned from, Nieves said.
